It dried too fast by hanging on the balcony, with no trace of moisture within a day.
I put it on top of my WiFi router, which offer some heat.

#6: Germinate Red Bell Peper Seed In Plastic Bag
Prepare kitchen towel / toilet paper.
Red Bell Pepper seed harvested in kitchen few days ago.
Water spray.
Plastic bag / zip lock bag.
Spread seeds on paper towel.
Spray water on paper towel to wet it.
Fold the paper towel to cover the seeds.
Fold again.
Put the wet paper tower in plastic bag.
Seal it.
I try to warm it by hanging it at balcony.
Day 2 -

The plastic bag is moist, but the paper dry up slightly, no sprouting yet. Wet the paper, wrap it and put back on top the WiFi router.

It seems pretty clear to me germinating red bell pepper in a plastic bag on top of a WiFi router doesn't work.
I wanted to know if the seeds are still good, so I use proven technique #17.
Get a shallow and small plastic container. Layer it with toilet paper.
Spread some seeds on top of the toilet paper, and spray some water of them.
Cover the seeds with another layer of wet toilet paper.
Cover the container and put it under the sun.

Germinating well. This proves that the seeds are still usable.
I don't have enough pots and space for more Bell Pepper seedlings, so I will leave them growing on wet paper and see how big it can grow.

They have grown really big with roots on toilet paper. I don't have the heart to discard them, so will transplant them into soil.
